Support City Council Proposal to Require Environmental Impact Study on FHV Vehicles & Stop TLC from Issuing New Vehicle Permits During the Study Period

The City Council is proposing a law to require an Environmental Impact Study of the growth in FHV vehicles by the TLC, Department of Transportation (DOT), and the Department of Environmental Protection. The agencies must evaluate the impact on traffic, air quality, noise and public health, and must conclude no later than August 31, 2016 (but can be finished earlier.) During the months of the Study, the TLC will be allowed to issue only a limited number of NEW FHV vehicle licenses, depending on the number of affiliated vehicles a FHV base already has: 500+ vehicle bases can add 1%; 20-499 vehicle bases can add 5%, 19 or fewer vehicle bases can add 15%. The TLC will still process vehicle renewals and continue to issue new FHV Driver Licenses.
